22715	Add DCF 3.3.60c to Switchboard

This release uses the latest version of the DCF, 3.3.60c. This includes a fix
for a problem where compressed icon image sequences in unencapsulated transfer
syntaxes would cause an exception that terminated the transfer. The invalid
icon images are now inserted into the dataset, but will not be able to be
written to a DeviceOutput until either the compressed pixel data is fixed or
the icon image sequence is deleted.

22711	Investigate adding new FixIconImageSequence filter to the Filter Set Editor UI

Added a new custom filter that can try to fix invalid Icon Image Sequences in DICOM datasets.

It is invalid for the pixel data in an Icon Image Sequence to be compressed
when the rest of the data is uncompressed. This filter will attempt to decode
the data and write it as uncompressed data. If the data cannot be decoded,
the bad sequence is deleted.
